Preditors and Editors, "a guide to publishers and writing services for serious writers," is one of the most wonderfully comprehensive information sources available. Search their Website for everything from tips on writing cover letters, to ratings of publishing and review sites, to addresses of writers' organizations.
Camera Lucida: Eye on the Net is dedicated to "providing you with a guide to the better science fiction, fantasy, and horror sites" on the Internet. Of particular interest to writers is their Event Horizons Resources page, which includes links to many "how-to" articles, award sites, workshops, and more.
Novel Advice is devoted totally to the craft of writing. They offer newsletters, writing courses, and other useful resources.
Where to Publish?
Many of the Websites above list names and contact information for publishers of paper and ebooks who are actively seeking submissions. With the ever-increasing size of the World Wide Web, new marketplaces are constantly cropping up. Here are a few places to start:

EPIC, the Electronically Published Internet Connection, is a professional organization for published and contracted e-book and print authors which was established to provide a strong voice for electronic publishing. Informative articles and other resources for writers can be accessed through the EPIC website.

New Concepts Publishing is "the cutting edge of electronic fiction." They carry a large catalog of ebooks, and have posted clear guidelines for manuscript submissions.
